City Place
Nineteen buildings, 1,215 apartments, retail on every ground floor and a pool on every roof. City Place is Punta Cana's first attempt at a purpose-built urban block.
City Place is a pre-construction development on Avenida Barceló, roughly a kilometre southeast of the Downtown Punta Cana commercial core. The completed scheme is nineteen buildings of five storeys each, 1,215 apartments in total, arranged around a central park. Phase one covers the first six buildings and is under construction now.
What makes it worth a separate look is the typology. Almost everything else sold in Punta Cana is either a gated villa community or a standalone condo tower. City Place is a block: continuous ground-floor retail, residential above, shared public realm between. That is an ordinary building pattern in most cities and an unusual one here.
The building as the unit of design
Each of the nineteen buildings repeats the same section. Ground floor holds commercial space intended for shops, cafés, bars, and services. Apartments start on the second storey. The roof carries a pool and social area. Below grade, or partly below, sits covered parking connected to the towers by lift, with a concierge lobby at the entrance.
Five storeys is a deliberate constraint. It stays under the height at which fire and lift regulations, structural cost, and water pressure all step up, and it produces a street wall rather than isolated towers. The consequence is that the scheme's density comes from repetition across nineteen footprints rather than from height.
Between the buildings sits the shared ground: a central park with playgrounds, a pet park, interactive fountains, a music platform, and a cycle path. On paper this is the differentiator. In practice it is also the part most exposed to phasing, since shared landscape typically completes after the buildings that surround it.
What the specification actually includes
Reported unit specification, worth confirming against the contract annexe for your specific building:

Furniture is excluded. The developer offers an optional furniture package, which matters if the unit is going straight into rental, since a bare apartment produces no income and fitting one out remotely is expensive.
Note what is not in the published specification: nothing about backup power, cistern capacity, generator autonomy, glazing acoustic rating, parking ratio per unit, or lift count per building. In a five-storey block in this climate, those six items determine how the apartment lives. They are the first questions to put in writing.
Reading the delivery schedule
This is the part that deserves the most attention, and it is where published information diverges.
Listings from mid-2025 gave an anticipated delivery of June 2026. Listings from late 2025 gave October 2026. The developer's own current position is that deliveries run October 2026 through May 2027 depending on the progress of each building, and at least one agency now quotes December 2026 for side-view units and May 2027 for park-view units.
Read as a series rather than as individual dates, that is a schedule that has moved roughly six to twelve months over eighteen months of marketing. That is not unusual for a phased Dominican development, and it is not evidence of a problem. It is evidence that the delivery date in any listing is an estimate, and that a buyer should plan around the later end of the range rather than the earlier.
Anyone modelling rental income from a specific month should treat the quoted date as a target and build in slippage. Anyone whose plan depends on delivery by a hard deadline should be asking for contractual delivery terms and penalty clauses, not marketing dates.
The payment structure is a risk instrument
The published plan is a 3,000 dollar reservation, 20 percent on signing, 40 percent staged during construction, and 40 percent on delivery. Developer financing is available during construction, with bank financing an option at handover.
Structurally this is buyer-favourable compared with schemes that demand most of the money up front. Holding 40 percent until delivery keeps meaningful leverage on the completion date and the finish quality. The 40 percent during construction is the exposed portion, and its release should be tied to verifiable construction milestones rather than to calendar dates.
Two things to confirm before the reservation converts into a contract: what happens to funds already paid if delivery slips beyond a defined period, and whether payments sit in escrow or go directly to the developer's operating account. Both are standard questions and both are answerable in writing.
Correcting the location numbers
Published distances for this project vary widely between sources, so here are measured straight-line figures with realistic drive times.
The Downtown commercial core is 1.16 kilometres away, which is about three minutes by car or a fifteen-minute walk. Coco Bongo is 890 metres. Downtown Mall, Jumbo, and the bank branches sit between 1.2 and 1.4 kilometres. Punta Cana International Airport is 7.9 kilometres, or roughly twenty minutes on the boulevard, not the seven to sixteen minutes variously quoted. Playa Bávaro is 7.8 kilometres and about twenty minutes. Hospital IMG is 5.7 kilometres, around fourteen minutes.
The practical reading: City Place is close enough to Downtown to use it, far enough not to be inside it. Everything in the commercial core is a three-minute drive or a walk of a quarter of an hour. Beaches and the airport are both twenty-minute drives, which puts them firmly in car territory rather than casual reach.
The beach club, precisely
Marketing for this project mentions beach access, and the precise arrangement matters. What is offered is membership at a beach club, with the first year included in the purchase. It is not on-site beach and not a permanent entitlement.
Before relying on it, establish which club, what the membership covers, what it costs from year two, whether it transfers to a tenant, and whether it survives a resale. A one-year included membership is a real amenity. It is not the same thing as beachfront, and the difference shows up in year two.
CONFOTUR and the tax position
The project is marketed under Law 158-01, which for a qualifying first buyer means exemption from the property transfer tax and a fifteen-year exemption from annual property tax. On a purchase in this price range, the transfer tax exemption alone is a meaningful sum, and fifteen years of IPI relief materially changes the holding cost.
CONFOTUR status is reported as granted for this development. Because the benefit attaches to the project and to the first buyer specifically, ask for the resolution number and confirm that the unit under negotiation falls within its scope. This is a document request, not a matter of trust, and any serious developer will produce it.
Pre-construction due diligence
Buying off plan changes what needs checking. The floor plan is the least of it.
Building services. Generator rating and autonomy, whether air conditioning and lifts stay live during an outage, cistern volume and days of reserve, backup pump on the emergency circuit.
Acoustics and orientation. Which building, which elevation, and what sits opposite. Ground-floor retail means bars and cafés below some units.
Phasing exposure. Which buildings complete before yours, and when the central park is scheduled. Early buyers in phase one may live beside active construction for a long time.
Parking and lifts. Allocated spaces per unit and lifts per building, in writing.
Maintenance fee. The basis of calculation and what it covers, particularly generator fuel and the shared landscape.
The contract itself. Delivery terms, penalty clauses, escrow arrangements, and the specification annexe. Reviewed by a Dominican lawyer acting for you, not for the seller.

Final thoughts
City Place is the most genuinely urban product on the Punta Cana market. Nineteen repeated blocks with shops underneath and a park in the middle is a proven pattern, and nothing else here is attempting it at this scale or this price.
It is also a pre-construction purchase in a phased scheme whose delivery window has already shifted, sold on marketing material that overstates several distances. Neither of those is disqualifying. Both mean the diligence has to be real: get the current price list, the CONFOTUR resolution, the specification annexe, the delivery terms, and the building services data in writing, and have a lawyer who works for you read all of it. Do that and the numbers here are among the most interesting in the region. Skip it and you are buying a rendering.
